What you're describing is not a characteristic side effect of cryotherapy done in the genital area, so it's best to have your health care provider sort it out for you. Not sure what that might be.
If you need medical care while traveling, options include urgent care clinics and ER's. If you have medical insurance, your carrier should be able to offer a local referral. Sometimes major credit card companies, travel agencies, or auto clubs also offer medical referrals to their customers or members.
As for cryotherapy, the procedure can be repeated if needed, most often in 1 or 2 week intervals.
