Low-risk HPV types have little if any potential for cancer; realistically, no worries about oral cancers with these types. It is possible to develop oral warts, although this doesn't happen as often as genital warts.
No one knows the exact risks of oral sex and HPV, but it's almost certainly not on par with genital/anal sex. The usual guidance is not to perform oral sex on a partner with lesions (genital warts or cervical cell changes). You can use a barrier, like plastic wrap or a dental dam, for oral sex on a female partner, though many would say this is overkill.
