I don't know of any studies - certainly nothing that's commonly cited - that look at hand to genital HPV transmission. Many experts we're familiar with will say it's possible, but it probably doesn't occur very often and, frankly, the scenario you describe doesn't seem worth much worry.
Genital to genital rubbing and grinding that brings about direct skin to skin contact (why don't I just say "when two people don't have their clothes on"?), even without penetration, would carry a more direct risk than hand to genital contact.
